US to destroy 2,600 tons of mustard gas stockpile
The United States army plans to start operating a $4.5 billion plant next week that will destroy the nation's largest remaining stockpile of mustard agent, complying with an international treaty that bans chemical weapons, officials said on Wednesday.
The largely automated plant at the military's Pueblo Chemical Depot in southern Colorado will begin destroying about 780,000 chemical-filled artillery shells soon after this weekend, said Greg Mohrman, site manager for the plant. He declined to be specific, citing security concerns and possible last-minute delays.
"We've practiced a lot," Mohrman told The Associated Press news agency. "Next week it gets real."
Robots will dismantle the shells, and the plant will use water and bacteria to neutralise the mustard agent, which can maim or kill by damaging skin, the eyes and airways. At full capacity, the facility can destroy an average of 500 shells a day operating around the clock.
It's expected to finish in mid-2020.
The plant will start slowly at first and likely won't reach full capacity until early next year, said Rick Holmes, project manager for the Bechtel Corp.-led team that designed and built it.
The depot has already destroyed 560 shells and bottles of mustard agent that were leaking or had other problems that made them unsuitable for the plant.
Those containers were placed in a sealed chamber, torn open with explosive charges and neutralised with chemicals. That system can only destroy four to six shells a day.
Irene Kornelly, chairwoman of a citizens advisory commission that Congress established as a liaison between the public and the plant operators, said her group had no remaining safety concerns.
The shells stored at the Pueblo depot contain a combined 2,600 tons of the chemical.
The army stores an additional 523 tons of mustard and deadly nerve agents at Blue Grass Army Depot in Kentucky. Blue Grass is expected to start destroying its weapons next year, finishing in 2023.
Mustard agent is a thick liquid, not a gas as commonly believed. It has no colour and almost no odour, but it got its name because impurities made early versions smell like mustard.
The US acquired 30,600 tons of mustard and nerve agents, but it says it never used them in war. Nearly 90 percent of its original stockpile has already been destroyed, mostly by incineration.
A 1925 treaty barred the use of chemical weapons after debilitating gas attacks in World War I, and the 1997 Chemical Weapons Convention called for eradicating them.
But international inspectors say Syria and the Islamic State of Iraq and the Levant group used them in 2014 and 2015. The United Nations Security Council met in closed session on Tuesday to consider whether to sanction Syria.

A Chinese man had his penis freed from a tiny wrench last week after getting it stuck for nearly a day.
The 37-year-old, unnamed, was sent to hospital in eastern China's Zhejiang Province, after his trapped penis had swollen and turned purple.
Doctors and firefighters, who failed to free the man, had to call in dentists to help remove the wrench using a dental drill.
According to Huanqiu.com, an affiliation to People's Daily China, the man is a bachelor and lives in Linhai city.
He reportedly got his genitals trapped in the metal tool and was sent to the Taizhou Hospital at 9:30pm on June 2. It remains unclear why the man's penis had been stuck.
Doctors suggested that the man should undergo a surgical operation to reduce the blood flow in his penis before they could remove the tool.
It's said that the doctors tried to contact the man's parents to gain their approval for the surgery. His parents agreed to the operation, but failed to show up in the hospital to sign the consent.
As a result, the doctors had to call the Linhai Fire Brigade for help.
The firefighters arrived and brought an angle grinder.
However, the firefighters said they couldn't use the grinder. They explained that the heat generated from the grinder could pose danger to the patient.
One doctor suggested that they should find a dentist to help resolve the issue. The doctor said she had studied a similar case during a seminar.
Two dentists, Zhou Gi and Shi Gengsheng, were called. They arrived at the hospital half an hour after the man was sent in.
They brought a dental drill, a high-speed engine that rotates 200,000 to 300,000 times per minute.
'The dental engine also has a high-pressure water cooler to reduce the heat caused by the drilling,' said Zhou.
The rescue team tested the dental drill on a wrench from the firefighters' tool box before carrying out on the man.
The man was freed after a 30-minute operation by the two dentists. No further injuries were reported.

1 Carol Weiher: experienced it during an eye removal surgery When Carol Weiher was having her right eye surgically removed in 1998, she woke up hearing disco music. The next thing she heard was "Cut deeper, pull harder."
She desperately wanted to scream or even move a finger to signal doctors that she was awake, but the muscle relaxant she'd received prevented her from controlling her movements.
"I was doing a combination of praying and pleading and cursing and screaming, and trying anything I could do but I knew that there was nothing that was working," said Weiher, of Reston, Virginia.
The surgical tools didn't cause Weiher pain -- only pressure -- but the injections of a paralytic drug during the operation "felt like ignited fuel," she said. "I thought, well, maybe I've been wrong about my life, and I'm in hell," she said. The entire surgery lasted five-and-a-half hours. Sometime during it she either passed out or fell unconscious under the anesthetic. When she awoke, she began to scream.
"All I could say to anyone was, 'I was awake! I was awake!'” she said.

6 Experienced anesthesia awareness during leg surgery One patient in the UK required an operation that involved cutting open his leg and drilling into the bone. He was anesthetized but conscious in the operating room with a tube down his throat, aware, but unable to move. He tried to alert the doctors by wiggling his toes; a nurse noticed this but was told it was "just reflexes" and she should ignore it. Someone then grabbed the patient's leg and began applying a tourniquet to his groin, at which point he realized that (1) the operation was just beginning, (2) he was acutely sensitive to pain, and (3) he could do nothing about it. The patient had to lie there in helpless agony while his leg was sliced open and four holes were drilled into the bone. He felt sick and stopped breathing in another attempt to alert the OR staff, but the ventilator began "breathing for him." Afterward he sued and was awarded 15,000 pounds, pretty modest compensation considering the circumstances.

She saw her body as it lay upon the operating table, as if she was standing outside her body at the foot of the operating table, on the right-hand side. She saw the surgeon operating on her nose, but felt neither the operation, nor any pain from the operation. She saw the surgeon's assistant. She saw the anesthetic assistant sitting next to the anesthetic machine located at the left-hand side of her body. And she remarked that she could not see the faces of any of these people.
Her blood pressure, blood oxygen concentration, and blood carbon dioxide concentration remained normal throughout the operation. No-one in the operating theatre observed anything unusual during the operation. Nobody saw her soul standing next to the operating table. Her body remained on the operating table during the operation. She could not move, breathe, or speak during the operation, because she had received a drug that almost totally paralyzed all the muscles of her body, and was being mechanically ventilated through a tube placed between her vocal cords. But shortly before the end of the operation, when the effects of all the drugs she received were partly worn off, she made slight movements of her arms and legs. So, just in case she was awake, the anesthetic assistant promptly administered an extra dose of a powerful sleep-inducing drug. Otherwise, there was no reason to think she was conscious at any time during the operation. She was only capable of speaking after she awoke from the general anesthetic.

Among Dawoodi Bohras, a small sect of Ismaili Shia Muslims from India and Pakistan, the 600-year-old practice takes a milder, but still indefensible form of mutilation.

“It’s an incongruous experience of something terrifying happening and people saying it’s no big deal,” says Toronto resident Farzana Doctor, 46, a registered social worker in private psychotherapy practice and a novelist, who belongs to the Dawoodi Bohra community. “You grow up and never made sense of it, and then you’re told you have to do it to your daughter.”
Although FGM is not considered an Islamic practice, in this sect, which is otherwise known for progressive attitudes on women and education, those who practice it consider it a religious requirement.

Clearly, a few Bohra women wondered, too. The issue of FGM resurfaced after their concerted efforts to bring the hushed conversation out in the public sphere began to have an impact.
2015 was a seminal year.
Farzana Doctor was one of the original signatories of a Speak Out against FGM petition on change.org in December 2015, which resulted this week in a pledge of support by India’s Women and Child Development Minister Maneka Gandhi for a proposed anti-FGM law.
In November of that year, five women from the diasporic community, including a Canadian researcher, set up Sahiyo, a non-profit organization to end genital cutting.
Also that month, three people from the community were convicted in Australia of FGM, the first such prosecution in that country.
I can only hope no court in the U.S. ever allows girls to be abused under the guise of religion.
Abuse, because we’re not talking about adult women opting for designer vaginas. This is about cutting off a body part of a minor incapable of consent. And it holds true for circumcision of girls — and of boys, a practice that is widely carried out in North America.
But there the equivalence ends.
Circumcision of boys, a controversial and emotionally charged topic, is almost always by medical doctors (and not by a razor blade in a dark room), so you could say there is some comfort in a reduced risk of harm.
Science scrambled to catch up with that cultural practice and has thrown up contradictory results.
Female circumcision has no known medical benefits.
Then there is an added insult in the Bohra community. Circumcision of boys is openly celebrated. For girls, “it’s a very secretive practice,” says Doctor. “Often, the men don’t even know it’s happening to their daughters.”
So shrouded is it in secrecy that a celebration held after the cutting doesn’t even mention the girl has undergone khatna, the circumcision.

Like parents who circumcise their boys, women do this to their girls believing it to be in their interest.
In reality, in whose interest is it?
“It does damage to nerve endings,” says Doctor. “There’s psychological harm that makes them (women) afraid of sex. There’s pain during sex, risk of infections.”
Stories by affected women indicate it’s about male sexual insecurities.
“When a woman’s urge is moderated, many sins are eliminated from society,” says a young woman in A Pinch of Skin.
Urge to do what? To seek attention? To have sex? To have orgasms?
There’s no clarity on this, because talking about sex is taboo, as is talking about genitals.

Circumcision, whether it’s a symbolic nick, as some now claim, or a removal of the clitoral hood or clitoris, is a mark of sexual control over female bodies in this traditionally entrepreneurial culture where men travelled far as traders and were away from their wives and families for a long time.
It’s an interference that hoodwinks women into confining little girls in a chastity belt.
